Will’s practice is multi-faceted. On the domestic front, he counsels universities on compliance issues related to research compliance, federal grant regulations, managing conflicts of interest, ethics, state authorization, distance education, Name, Image and Likeness, and admissions. In the international sphere, Will helps universities and academic medical centers comply with foreign labor, privacy, tax, and other international legal requirements so they can establish and maintain international education and research programs. Armed with a master's degree in higher education, Will recognizes the specific challenges facing clients in the education sector.
Will also regularly advises companies on all aspects of political law compliance. His practice includes helping clients navigate federal, state, and local election laws, lobbying disclosure and reporting regulations, campaign finance and pay-to-play laws, and government ethics rules.
Before joining Hogan Lovells, Will served as a judicial clerk for the Honorable Chief Judge Denise Page Hood of the Eastern District of Michigan, where he delved into various civil litigation matters involving universities, K-12 school districts, and corporations.
While in law school, Will served on the Executive Committee of Duke Law's Moot Court Board. Will also received the faculty award for Outstanding Achievement in Labor & Employment Law and interned with Duke's Office of Counsel. During his undergraduate studies, Will interned under the Obama Administration at the White House's Office of Scheduling and Advance. Will's senior thesis, High School Options and Post-secondary Success, earned the Outstanding Undergraduate Thesis award for his college, and it was subsequently co-published in the Journal of Catholic Education.
Advised businesses on issues related to the System for Award Management (SAM) and grants.gov, including registration, small business classifications, and representations and warranties counseling.
