A 25+ year veteran in the wireless and wireline telecommunications industry, David provides business, regulatory, and technical consulting for commercial, enterprise, and industrial clients operating public and private networks spanning a vast array of emerging technologies.

As a former senior consulting engineer at Nokia, an international telecommunications equipment manufacturer and former research arm of AT&T Bell Laboratories, David has extensive experience and industry relationships across the service provider technology space, including 5G, Cloud, IP Routing, Optical Transport, and Fixed Access. David has assisted operators with the challenges of network proposals, designs, implementation, optimization, and maintenance, along with navigating the vast landscape of local, state, and federal agency technical regulations and policies.  

David’s policy and regulatory experience includes technical advocacy in front of the FCC, NTIA, DOD, FAA, and other federal agencies. David has extensive experience counseling clients through complex regulatory, technical, and business issues. His client counseling also extends through a myriad of Federal subsidy and grant programs inclusive of the impending Infrastructure Investment and Jobs Act.

As a wireless industry professional, David’s solution architecture, radio frequency design, deployment, and standards contribution experience encompasses analog though 5G. David’s wireless experience spans all licensed and unlicensed bands. From a wireless perspective, David began his career building the initial mobile networks from the initial cellular lottery licenses and has been involved in every FCC spectrum auction.  

With a background in technology and telecommunications, David has provided high-level testimony relevant to engineering design and deployments both for carriers, vendors, and government clients. He is a frequent speaker at industry conferences and is a technical member of the Federal Communications Bar Association.
