He also has significant experience in health care litigation, including providing health care subject matter knowledge in litigations challenging hospital price transparency, Medicare site neutrality payment reductions, Medicare administrative law judge appeal delays, and Medicaid upper payment limit disputes. Further, he is experienced in developing statutory and regulatory advocacy strategies, including drafting legislative and regulatory reforms and advising on the interaction of proposed reforms with existing legal frameworks.
James previously clerked for the Honorable Janice Rogers Brown of the U.S. Court of Appeals for the District of Columbia Circuit and the Honorable Leondra Kruger of the Supreme Court of California. His experiences while clerking provide him with a deep understanding of regulatory schemes at the state and federal level.
James served as an executive editor on the California Law Review and a member of the Berkeley Technology Law Journal while in law school. He also received the American Jurisprudence Award in Health Law, Civil Procedure, Evidence, and Torts, and the Prosser Prize in Criminal Law and Insurance Law & Coverage Litigation.
