Astrid Layrisse  has been an associate in the public law / PPP / project finance department in the Paris office of Hogan Lovells since 2018.

She advises both public bodies and private companies in implementing their infrastructure and public building projects procured under a public contract in various fields such as transport (railway and motorway), utilities, healthcare, telecommunications and energy, in France and Africa.

As a project lawyer, she assists clients from choosing the best sort of public contract and drafting project agreements - especially public procurement contracts, concessions, PFIs and state owned property leases – to awarding and performing the contracts properly.

Astrid also advises Hogan Lovells' clients in the resolution of their disputes relating to public law issues (in particular the procurement process and the performance of contracts), by intervening in the amicable resolution process or, in case of litigation, by representing their interests before the French administrative courts.

Before joining Hogan Lovells, she began her career as a lawyer focusing on public law contracts applied to energy and telecommunication sectors in a boutique French law firm with a strong focus on public entities.

Representative experience

Advising the French Government for the monitoring of the performance of several motorway contracts (concessions and PPP), both in advisory, pre-litigation and litigation.

Advising a digital infrastructure and network operator for the sale of its fiber business, including the review of the public service delegation contracts it holds.

Advising a private equity fund in relation to a project of development, building and operation of a solar photovoltaic power plant, together with a battery energy storage system in Senegal.

Advising a major international operator in the art sector to create and organize an art fair regarding the legal aspects of the establishment of its project on the public domain.

Advising a French low-carbon battery production company on the financing of the construction of a Gigafactory, in particular for the negotiation of the grant contracts.

Advising the "Société d’Exploitation de la Tour Eiffel" for the award of the concession relating to the operation of the Eiffel Tower's stores.
