Allisa Newman focuses on safety, environmental, and regulatory compliance matters across the transportation sector, including motor vehicles, rail, uncrewed aircraft systems, and motor carriers.

Allisa helps motor vehicle clients navigate regulation by the Environmental Protection Agency (EPA), National Highway Traffic Safety Administration (NHTSA), California Air Resources Board (CARB) , and Federal Motor Carrier Safety Administration (FMCSA). She advises clients on compliance with the Federal Motor Vehicle Safety Standards, safety recalls and investigations, and the emerging legal framework around electric and autonomous vehicles.

She also has experience with deepwater port projects involving regulation by the Maritime Administration (MARAD) and U.S. Coast Guard (USCG).

Allisa advocates for rail clients before the Federal Rail Administration (FRA), and the Pipeline and Hazardous Materials Safety Administration (PHMSA).  

Prior to joining Hogan Lovells, Allisa earned her J.D. at the University of Minnesota Law School where she served as the Senior Articles Editor for the Minnesota Law Review and targeted her studies toward administrative law. She also gained valuable experience as a judicial extern at the U.S. District Court for the District of Minnesota in Minneapolis. Allisa holds a B.A. in Political Science from the University of Michigan.
