Jaclyn Rosen provides strategic advice to clients across the technology, telecommunications, and transportation sectors on a broad range of regulatory and transactional matters.

Jaclyn has substantial experience supporting clients at all stages of development, from pioneering startups to leading global enterprises. She represents clients before numerous federal agencies and international authorities, including the Federal Communications Commission (FCC), Department of Defense, Department of Commerce, National Aeronautics and Space Administration, National Oceanic and Atmospheric Administration, U.S. Congress, the Executive Branch, and the International Telecommunication Union. She has helped clients secure regulatory approvals for cross-border transactions; obtain licenses, waivers, and equipment authorizations for novel artificial intelligence and radiofrequency spectrum-based technologies; and achieve successful legal, regulatory, and policy results on compliance, adjudications, and investigations involving technology and telecommunications issues.

Before joining Hogan Lovells, Jaclyn was an Honors Attorney in the FCC’s Wireless Telecommunications Bureau, where she focused on spectrum and national security issues. She leverages this experience to assist clients in navigating complex regulatory matters and to help them achieve their policy goals and business objectives. Jaclyn was also previously an associate at another international law firm in Washington, D.C.

Outside her standard practice, Jaclyn is a member of the Federal Communications Bar Association, serves as a Co-Chair on the Federal Communications Law Journal committee, and maintains an active pro bono practice.
